I also oppose this amendment. We have a situation where we are giving room to somebody who may have no clue on legal procedure in the determination of disputes to preside over a court of law. What the Member for Wajir has in mind is taken care of by Clause 18 of this Bill since the adjudicator is allowed to refer a matter for alternative dispute resolution so that it can be dealt with quickly. It will be very dangerous if any Tom, Dick and Harry will be permitted to arbitrate a legal dispute. This is a court and we have enough legal personnel to handle these matters all over the country. I oppose the amendment. I request Hon. Ali to accept that Clause 18 takes care of the issue. Thank you."}
