The Committee on Finance, Commerce and Budget, led by the distinguished Senator for Mandera, has formed a sub Committee on Petitions. We tell all Kenyans that the petitions will be considered expeditiously and we will give everybody an opportunity to be heard. On the gender issue, I welcome the proceedings that I hear are going to come up tomorrow. I hope that they are legislative so that we can achieve the two-thirds gender rule in Articles 23 and 81 (b). I would propose that they consider that for every person in counties; if the governor is a man, the deputy should be a lady. If it is the Speaker, vice versa. We must get to a situation where if the President is a man, the Deputy President would be a woman. That is the way to achieve gender parity in this Republic."}
