Is the Minister in order to be concentrating on a question that he has asked himself and is answering? Issuance of identification cards to deserving Kenyans is a right under the Constitution. We want to know how the Minister will issue those cards and not how he will write people’s names in some documents which are kept in chiefs’ offices. This is because you cannot use the register of the chief to go and look for a job. People use identification cards to look for jobs. So, is the Minister in order to answer his question that nobody has asked him?"}
