It is very surprising that public institutions advertise for procurement of goods and services when the money is not provided for in the budget. That is why this law says that you must ensure that the procurement of goods, works and services in any public institution is within the approved budget of that entity. Secondly, it is about constituting all procurement and asset disposal committees within a procuring entity in accordance with this proposed law. They must constitute a specific procurement and asset disposal committee in all the public institutions. Clause 46 mandates the Accounting Officer to establish an ad hoc evaluation committee.
