If somebody is in opposition or in support, for the time being, it is important that you acquaint yourself with the functions of each committee. Most of you are just busy now shaking hands. If you ask him the functions of the Budget and Appropriations Committee, he will not tell you. Go and read Section 25 of the Public Finance Management Act. Look at the functions of this Committee. Those provisions of Section 25 are actually replicated in our own Standing Orders. Look at Standing Order Nos. 207 and 232 with regard to the processes that this Committee has to engage in. It is also fair for you, Hon. Members, even as you criticise one another. As you know very well, Article 122 of the Constitution is very clear that the Speaker has no vote. Even as you make your decisions, what it means is that depending on how you vote, if you believe that the membership of this Committee deserves rejection, obviously you just vote and the next thing is I will be the one to give direction.
