It is a Bill that has been long overdue, but has probably been in consideration of the distinguished Senator for Kirinyaga County who is the Chairperson of the Committee on Education. This Bill is in keeping with the dynamism of CORD. You will remember that Sen. Musila, the distinguished Senator for Kitui County, brought another progressive Bill that obligated all the heads of schools to never withhold certificates of school-children. We went further to amend it to cover university students so that once a student has sat for examinations, passed or whether the grade they got, they are entitled to their certificate to move to the next level of particularly the job market.
