You have pronounced yourself well on the matter. The Constitution is very clear on the functions of the Cabinet Secretary and the Attorney- General. In this case, the Cabinet Secretary is also responsible for policy making. At the time of registration and verification, there is a process and policy which should be followed. The Cabinet Secretary is the person responsible for coming up with those policies. The Attorney-General cannot assume the roles of a Cabinet Secretary. Deleting the Cabinet Secretary is wrong. I oppose the amendment by Hon. Ken Okoth."}
