Temporary Deputy Chairman. I feel like a Johnny-come-lately, in relation to this Bill. I had hoped to contribute when we were doing the Second Reading. I think we are doing a lot of disservice to this Bill. We do not even understand its contents. I am saying that very respectfully. I oppose the deletion of the word “conservation”. If you look at the Bill, the issue of conservation is at the heart of it. The issue of culture is a very minor aspect."}
