It is my appeal that, as we concern ourselves in decentralizing registration, we should give specific emphasis to slums. I have in mind places like Marurui, Githurai, Soweto and Njathaini in my constituency. In those slums, there are young boys and girls who are orphans and are of age. If the registration officials are going to insist on them producing their birth certificates, their parents’ ID cards or their pastor’s recommendations, most of them are going to remain without ID cards."}
