Senators, I wish to report to the Senate that pursuant to Standing Order No.40(3) and (4), I have received the following Message from the Speaker of the National Assembly regarding the passage, by the Assembly, of the Basic Education (Amendment) Bill (National Assembly Bill No.35 of 2014)- “PURSUANT to the provisions of Standing Orders 41(1) and 142 of the National Assembly Standing Orders, I hereby convey the following Message from the National Assembly- THAT, the Basic Education (Amendment) Bill (National Assembly Bill No.35 of 2014) was published vide the Kenya Gazette Supplement No.131 of 29th August, 2015 as a Bill concerning county governments. AND WHEREAS the National Assembly considered and passed the said Bill on Thursday, 25th February, 2016, with amendments, in the form attached hereto; NOW THEREFORE, in accordance with the provisions of Article 110(4) of the Constitution and Standing Order No.142 of the National Assembly Standing Orders, I hereby forward the Bill to the Senate for consideration.” Hon. Senators, Article 110(3) of the Constitution provides as follows:- “Before either House considers a Bill, the Speakers of the National Assembly and the Senate shall jointly resolve any question as to whether it is a Bill concerning counties and if it is, whether it is a special or an ordinary Bill.” The electronic version of the Senate Hansard Report is for information purposes"}
