I rise pursuant to Standing Order No. 83. As you know, I have a proposal to amend these Standing Orders. The proposal is supported by more than 50 Members of Parliament but it has been pending for the last six months. I have not received any response despite our Standing Orders being very clear that the matter must have been considered by the House Rules Committee within 30 days. I am aware that the Committee was given an extension of another 30 days. I believe that period also lapsed. I need your direction so that this amendment can be brought to the House because it was supported by more than 50 Members, as required by our Standing Orders. I also rise not to support Hon. Khatib Mwashetani, but to say that we must defend the Constitution. Let me read what it states in Article 124(1): “Each House of Parliament may establish committees, and shall make Standing Orders for the orderly conduct of its proceedings, including the proceedings of its committees.”"}
