So, I also wanted to make a point, even as I support this Bill, that nothing in law stops the national Government from implementing a county function. I have heard this talk a lot about people saying that health is ours or water is ours. Nothing in any of our laws stops anyone--- That is why we keep giving what you call conditional grants."}
