Temporary Deputy Chairlady, whereas, I do not want to be seen to be opposing this issue of two-thirds majority I have food for thought to the Chairman of the Committee on Lands, and this is something I thought after I left here last night. The question is; who is this animal called community? Is it a household or the members of a household? I think there is need to define who is a member of a community. This was a question I was confronted with by members of public after yesterday’s debate. They were asking me who is this community. Is it a household representative, husband, wife or children who are of age? It is something which requires thinking."}
