I really want to thank you, because the Assistant Minister almost ran away from responding to this part of my Question. A Minister of the Government is essentially a part of the Government. Is it in order for him to run away from responsibility by saying that because the establishment of development authorities is not his Ministry’s mandate, they cannot lobby or initiate the same? Ministers are supposed to sit in the Cabinet and collectively be responsible to this House. Is he in order?"}
