The Bill is very clear that it is about community land. It defines who a community is, which includes the family. We might encounter what we encountered in the group ranches whereby a family registered a group ranch in its name and disinherited the other families. So, I think it would be safer for a community to remain as it is and not to fragment it into small units because it will be risky."}
