I find it a bit contentious because authorities like the Kenya Power Company (KPC) will not allow an owner to touch any trees without a licence. One is not allowed to trim or cut their trees. This Bill states that the Authority shall require the owner to trim trees. So, they are throwing this responsibility to a person who might not even have the resources to do so. This is a clause that I might have to approach the Committee to try and amend at the correct stage."}
