It states:- “A Senator having presented a Petition shall, without question put, lay the petition on the Table of the Senate.” I am basically interpreting that to mean you can lay a petition; you can lay a report, a document related to a petition during the Order; Petition. It does not have to be when it is time for Papers laid. That is my reading. I have every reason to believe that it is the correct reading. He is presenting a report on a petition. Is it not Sen. Sang?"}
