There is a riding principle that a two-thirds majority of this Assembly can override both the President and the Senate. If there is a stalemate between the National Assembly and the Senate, there should be mediation. In a case where mediation fails, this House must reserve its right to be required to pass that agreement or reject it with a two-thirds majority. I reject this and retain the original Clause 9 of the Bill."}
