I oppose it based on a very good reason. This proposed amendment seems to stretch beyond the constitutional provisions for the roles of the Controller of Budget. Since it is an independent office, the roles of the Controller of Budget are defined in the Constitution. We cannot add extra roles unless we amend the Constitution. Let us not introduce something that will be unlawful. Secondly, enforcement of ceilings is assured through the Appropriations Bill which this House passes. It cannot be a function of the Controller of Budget. Ceilings, particularly for county governments, must be decided through the Commission for Revenue Allocation (CRA) and the Senate and brought to this House for approval. It is not a role that you can just give to the Controller of Budget. The functions of the Controller of Budget are well stipulated in the Constitution. If you want to change any of the functions of the Controller of Budget, you must amend the Constitution. The electronic version of the Official Hansard Report is for information purposesonly.
