That is why we are saying: “(3) For the avoidance of doubt, the reports submitted under sub-section (1) shall not include reports on recent economic developments and outlook, including revenue, grants and loan forecasts and receipts”. This is a mandate given to the National Treasury by the Constitution. The CoB will begin her function after the Appropriation Bill."}
