As you have just said, this is a constitutional Bill. I happen to have sat in a meeting of the Committee on the Implementation of the Constitution (CIOC) and this is part of the constitutional laws that we needed to have passed by 27th August 2016. It was a big worry for us when we heard that it went to the Senate and they kicked out the whole Bill and even said that they were not going to look at it. It is high time the Senate became a little bit serious with their work. They should have started the Bill themselves, so that it comes to us because it is a vital piece of legislation that we needed to have passed. It was very unfortunate that the Senate threw out the Bill. We were very worried that they were going on recess. However, I appreciate the fact that the Committee Chairman and the Members from the Senate sat and agreed. When you talk of a youth, who is a youth? A youth is a person of some age. Sometimes these are not very serious people when they talk about land matters, which are serious matters. So, we need to be a little bit careful."}
