Were it otherwise, perhaps we would not have reached where we are. As I look at the Election Offences Bill, there is one offence that if I was in the position to put in law, I would do so. Any Returning Officer (RO) who wilfully changes an election result should be put to death. That offence should attract a death penalty so that a Chairman and members of the IEBC who decide to change an election result that has been transmitted to them from a polling station should be put to death. If we did that, nobody would want to steal elections. That is one proposal I am tempted to bring tomorrow. I want to propose death penalty for anybody who tries to joke with elections in this country. Number two, we have been talking about party-hopping since yesterday. Let me tell Members: You have not seen what is coming. There will be no party- hopping. We have suggested in one of those clauses that IEBC shall conduct party primaries using taxpayers’ money."}
