It is actually provided for in the Constitution. That just goes to explain and provide for proper accountability of the funds that are being collected by the counties. This is because if counties collect revenue and use at source, then we lose the control function. The Controller of Budget is supposed to approve all withdrawals from public funds. That way, we have accountability and the Controller of Budget will be able to indicate how much has been released and how much has been spent. So, it goes to really provide for proper use of Government resources."}
