The CSPB has the mandate to set the minimum qualifications of any officer who applies to be a chief officer. The CSPB of Nyeri did set the minimum requirements and qualifications which I have said that they are, if not the same, similar. I am also aware of the ten years’ experience in administration and management for the appointment of a county secretary."}
