First of all it says: “A County Executive Committee consists of the County Governor and the Deputy Governor and the members of the County Executive.” Sub-Article (4) says: “The County Governor and the Deputy Governor are the Chief Executive.” This is a language from the corporate world. Then it says again at Sub-Article (6): “The members of the County Executive are accountable to the County Governor.” Mr. Deputy Speaker, Sir, if you read the Constitution and the County Governments Act, things begin and end with the Governor. That is why I am saying it is very important when you take these positions to be prepared to take these responsibilities. I am worried by the fact that at the end of the day despite these constitutional provisions, there is a tendency to argue that this is not the responsibility of the Governor.
