The reason why I had to make that observation is because in allocating time, I must bear in mind the amount of interest shown by the House. If the entire House, with the exception of Hon. Chris Wamalwa, was up on their feet – there are only two Members who did not rise in their places – then it means that I must allocate sufficient time."}
