Temporary Deputy Chairman, this amendment, together with the proposed substantive amendment, are superfluous and should not be anywhere in law. I oppose this amendment and what my brother, Hon. Pkosing has read out. It is not tenable that a CS or anybody can delegate power to the military. It cannot happen because the military works by command. I have been seeing the CS for Internal Security and Co-ordination of Government purporting to direct the Inspector- General to arrest people and do all sorts of things. It is all superfluous. So, I will personally oppose this amendment and further oppose the legislative proposal in the Bill. This is because they are superfluous and not necessary."}
