From the outset, I support Hon. Mwinyi for coming up with this Motion on the issuance of P3 Form. I believe most of us have gone to police stations and know how the police handle these forms. We need to look at the process of prosecution. Without filing a P3 Form, you are very unlikely to be heard. The P3 Form is necessary but it should be free. It is not a routine form because it is only filled by a person who has been injured. In many occasions, our constituents ask for money to have this form filled. If the P3 Form is filled by a doctor, we can have a law in place to instruct doctors to fill the P3 Forms for free. It is very sad that, for example, a child has been raped and one is told to look for money so that the P3 Form can be filled. We should have a mechanism of making these forms free. It will not cost the county government a lot of money to make these forms free. The P3 Form is not free at our police stations. Corruption is rampant---"}
