In this Bill, we are amending the County Governments Act to provide a procedure for the disposal of a report of the Commission of Inquiry established under Article 192 (2) of the Constitution. It also provides for a process of the termination of suspension of a county government under Article 192 (4) of the Constitution. The prevailing position has a legal lacuna.
