I rise to oppose this amendment. In the first instance, this amendment is unconstitutional. On the outset, I want to say that even the memorandum and objects of reasons by the author of this Bill is in itself unconstitutional. This is because it suggests that; “the enactment of this Bill shall not occasional additional expenditure and no referendum is required.” I am going to tackle that in a short while.
