When Kenyans passed the Constitution (2010), it was clear that we accepted that we are not at the same level because different parts of this country have been marginalised. That is why this Equalisation Fund was created. It was a noble idea. However, it has limitations in the sense that the amount is not sufficient because it is 0.5 per cent. Again, the period of 20 years is not enough to cure that marginalisation. While we are still findings ways of enhancing the funds and maybe even increasing the period, we have seen the Members of the National Assembly trying to make sure that the equalisation is not attained in any way.
