You must produce a letter of appointment to vote on behalf of your delegation because we do not want a situation where undefined proxies want to determine the outcome of this debate for reasons that you do not need any rocket science to know. Mr. Speaker, Sir, I urge you to deal with each and every proxy vote properly. We should see the accreditation from the head of delegation before we allow voters who are legitimate."}
