There is no ambiguity; it is talking about a specific bill being what we are dealing with. Therefore, if it is about designations let us do what we have always done. We have not questioned letters of designation but have always said that that there must be a letter designating a member of the delegation to vote on behalf of the Member of the Delegation who is not there. The fact that traditionally one person was designated and has not been designated this time for a specific task, that in my view settles the position which I think is a very easy one and one we can deal with without being intransigent because it is clear."}
