My point of order is on the question of consultation. You can remember this. Such an issue arose in the last Parliament when there was a decision which was made by the President then, hon. Kibaki, under circumstances where he was required to consult the Prime Minister. It was a matter which affected the business of Parliament. Former Speaker Marende gave a ruling defining and telling us what consultation was; a very long ruling. He said that consultation in the end must entail concurrence.
