I do not recall hearing any notification from the Samburu delegation. Consequently, the provisions of Standing Order No.71 which draws from the Constitution have been violated. As a result, and in this case, I have cross checked with the Clerks-at-the-Table. I have no issue with the vote cast by the distinguished Sen. Dullo from Isiolo but we have every issue with the vote cast by the Member of the Samburu delegation. As a consequence of that, we as a House of record, Parliament and Senate, have engaged in a malpractice in voting to the extent where an unauthorized Member of the delegation has voted and given the House that one critical vote that made the difference because the outcome was 24 votes. I would like to move the chair because we have not sat here all this time for nothing. I want to move that under Standing Order No.78 – it is very easy to shout"}
