We have done public participation and so, we know what hurts our people. In my constituency, headmen are never paid. At least, sub chiefs and chiefs are paid. I am sure this happens in other constituencies. Next time, let us factor in some money to pay headmen in the villages because they do a lot in terms of gathering information. The leaders of"}
