It is very refreshing that we have this Bill with us. We have had a dark history in relation to torture in this country. Unfortunately, for a long time, it related to officials of the State. Thanks to the UN Convention and our Constitution particularly Chapter 4, the Bill of Rights, which I consider the most important Chapter of our Constitution after devolution. We are now putting forward a Bill that prevents torture."}
