Temporary Deputy Chairman, the amendment we are making will have far reaching implications. I will give an example, which I would like the Leader of the Majority Party to take note of. The Co-operative Bank of Kenya – the bank that most of us do business with – is owned by co-operators. It is not owned by the Government. I do not even think that the Government has controlling shares within Co-operative Bank. This kind of amendment will lock out the Co-operative Bank of Kenya. I agree with my colleagues that we need to look at it again. Are we going to provide limits for borrowing or how do we want to run this? I see that the Leader of the Majority Party wants to bring a further amendment. He should take this concern into account so that we do not end up locking out banks like the Co-operative Bank of Kenya."}
