Unlike in the old days when a Bill would come to the Floor of this House and is debated for 45 minutes or a half an hour--- Some constitutional amendment Bills were passed in single sittings. The records are there. We can no longer do that. Therefore, what I have presented to my country, with extreme humility and out of the experience that I have acquired and the training that I have earned through public expense, is a proposal in order to drive next year’s elections and, if the country agrees, other elections thereafter."}
