Speaker","speaker_title":"","speaker":null,"content":"I am just wondering, with regard to this issue of ballot papers, it is widely known in the country that a process had commenced. Did they commence without budget provisions? If they did so, they were acting illegally. If they commenced the process of procuring ballot papers without a budget line, that is moving against the law. This raises the issue as to whether you can amend the Appropriations Act 2017/2018, through this process, without a clear amendment proposal to the Act.
