It aims to establish a council as the administrative unit and not a board. In Clause 4(1)(ii)(a) the amendment seeks to provide a predefined pool from which the Cabinet Secretary (CS) may use when selecting a nominee for a position of Chair. In Clause 4(1)(iii) the amendment seeks to ensure that the Registrar of the Council who is the secretary shall not be able to vote as a matter of right. This provision will help to eliminate the conflict of interest in any matter being deliberated at the Council meetings."}
