At some point, I said there are only two clauses in this Bill which I will oppose and this is one of them. Hon. Kamama concedes that the refugee status is supposed to be temporary. I agree with him totally but that is not the status in Kenya. Kenya has hosted refugees for over 30 years. Refugee studies has got two scenarios, a temporary emergency refugee scenario and the second one which is in Kenya is the protracted refugee scenario. In terms of protracted refugee scenario, you must deal with the refugees in a manner which gives them durable solutions. The creation of a trust fund for refugees is one of the ways of ensuring that refugees get durable solutions."}
