Gikaria","speaker_title":"","speaker":{"id":2489,"legal_name":"David Gikaria","slug":"david-gikaria"},"content":"THAT, the Standing Orders be amended by inserting the following new Standing Order immediately after Standing Order 191— “Procedure if witness fails to appear (1) Where a witness summoned does not appear, or appears but fails to satisfy the House or committee, the House or Committee may impose upon the witness a fine not exceeding five hundred thousand shillings, having regard to the witness’ condition in life and all the circumstances of the case. (2) A person may pay the fine under paragraph (1) to the Clerk. (3) Parliament or its committee may order the arrest of a witness who fails to honour a summons for the purpose of compelling his or her attendance."}
