Why is it that millers take a long time to pay? Why should they take, say, one or one-and-a-half years and yet, they sold sugar on a cash basis? Let them use the money they are going to get to immediately pay the farmers. The moment they pay farmers, they will be motivated to get more sugar-cane so that they are able to feed the factories as and when they need the product.
