We know very well that we do not have committees. In line with Article 118 of the Constitution, we need to call for public participation. These are some of the stages which can be exempted. We know very well that this is a Senate Bill. For it to have reached this level, public participation was done by the Senate. In the same spirit, we know that the stakeholders are the same. Even if it were to be done by the National Assembly, the output will have a lot of convergence. We know very well that the counties are not operating optimally because of the shortage of revenue. We have had a lot of challenges this year. It is a year of elections and there were some ideological political differences. This has led to the delay of the full operation of this House. As you have just realised, the National Super Alliance (NASA) has given the names of the Coalition. We also have a way of resolving our own internal issues, but for now we will move on with work. In case of any changes, you will be notified accordingly."}
