What is welfare? The car we drive is welfare. I remember the other day somebody said, and I agree with him, that even chiefs and sub-chiefs in our locations have motorbikes and airtime. County commissioners have vehicles. Principal Secretaries and Cabinet Secretaries whom we vet have vehicles. I want Members to listen. This is a serious debate. Let us listen to each other and contribute. So, if the people we vet as a Principal Secretaries, CSs or holders of independent offices and ambassadors have more than three vehicles, where is the justification that a Member of Parliament cannot be given a car to enable him go to his constituency?"}
