As much as this Bill seeks to deal with matters that are hardware, we will need the relevant Committee to address issues software: mentality, attitude and behaviour change in how we use roads. So, as they allocate budgets, because the timing is perfect, we will need to see this Committee tasking the relevant authorities to put in money on the training about safe usage of roads. The money should be channelled through existing institutions which are not limited to schools, churches and community institutions."}
