(b) by deleting sub-clause (2) and substituting therefor the following new sub-clause— “(2) The Cabinet Secretary shall consider the comments made on the National Physical Development Plan and may incorporate the comments in the plan.” (c) in sub-clause (3) by deleting the words “Any person” and substituting therefor the words “A person”."}
