I have a copy here. It is signed by task force members. Some of the recommendations are very clear. Had the Government implemented these recommendations, probably, we would not be talking about this. I believe because of laxity and fear of elections and other factors in the Government, the Executive was not able to execute their job as it is supposed to do."}
