I hope that this time round, this Bill will see the light of day. For purposes of record, I just want to bring to the attention of my colleagues the law which supports this Bill. Article 199 (1) and (2) of the Constitution reads as follows- “(1) County legislation does not come into effect unless published in the Gazette .
